Claire Falconer

Director of Law and Justice, Australian Anti-Slavery Commissioner’s Office

Claire Falconer is a legal expert and human rights advocate with over 15 years of experience addressing human trafficking, forced labour, and transnational crime. She currently serves as the Director of Law and Justice at the Australian Anti-Slavery Commissioner’s Office, where she leads efforts to strengthen legal frameworks and justice responses to modern slavery.

Prior to this role, Claire was Head of Global Initiatives and Movement Building at the Freedom Fund, where she spearheaded global programs focused on survivor leadership, strategic litigation, and corporate accountability in supply chains. Her work helped shape international approaches to combating forced labour and amplifying the voices of those affected.

From 2013 to 2018, Claire co-founded and served as Legal Director of Focus on Labour Exploitation (FLEX), a UK-based NGO dedicated to improving protections for trafficked and exploited workers. At FLEX, she led legal advocacy and policy development to enhance access to justice and accountability for exploitation.

Earlier in her career, Claire worked as a consultant for the Organisation for Security and Cooperation in Europe (OSCE) and the UN Office on Drugs and Crime (UNODC), contributing to anti-trafficking and organised crime initiatives across Europe and Southeast Asia. She also played a key role in capacity building through the Asia Regional Trafficking in Persons Project, supporting the development of criminal justice approaches to human trafficking in the region.

Claire is a qualified lawyer and former prosecutor, holding a Master of Laws (LLM) in Human Rights Law from the London School of Economics and Political Science (LSE). Her work continues to influence policy and practice at the intersection of law, human rights, and social justice.
